               We need to introspect if have we made any efforts sitting here in
            Delhi to strengthen this democratic set up. Have we done something
            to enhance its potential? If India needs to move forward, then the
            States will have to surge ahead, if the nation has to prosper the States
            need to prosper, and if the country needs to be strengthened the States
            need to be empowered.  When I  was serving as the  Chief Minister
            of  Gujarat  our  guiding  mantra  was  “Gujarat’s  development  for  the
            development of India”. Have we been able to nurture this kind of a
            sentiment in other States?


               I have been fortunate to experience the trials and tribulations faced
            by a head of the State. I have had numerous experiences. I have been
            fortunate to experience the effects on the State both the times when
            there is a favourable or a non-favourable Government at the centre.
            I have been a sufferer myself. I have faced numerous difficulties. I
            truly understand the difficulties, which the States have to face.  How
            the States stumble, how the needs of the States are ignored, how the
            development plans of the States are hampered for personal gains, how
            conspiracies are hatched citing environmental concerns to obstruct the
            development of the States, all these issues were experienced by me.
            I have suffered all these tactics.


               So now, such a person has got the chance to be the Prime Minister
            and serve the nation who very well understands the problems of the
            States.  Bearing an understanding of the problems faced by the States
            I commit to work with the States. Respected Chairman, in the address
            of the President we have emphasized this issue and talked about
            cooperative federalism. The business of big brother and small brother
            will not well.  We will have to treat the states equally and we have
            to prepare to work in tandem with the States. We have to develop a
            work culture where each State should feel that it is working for the
            good of the India. Also the people at the centre  should realize that
            India cannot progress, until its smallest State progresses.  We have to
            move forward with this thought process. Respected Chairman, I can
