Gujarat, that Tamil Nadu says that it is ahead of Gujarat and Bengal,
that Andhra says it is ahead of Telangana or Telangana surges ahead
of Andhra. At some point of time Bihar may surge ahead of Gujarat.
This competitive environment, where there is a competition for
development, needs to be created in the country. With this thought in
mind we have brought forward the concept of Co-operative federalism
so that the nation progresses. Each state in our country has its own
strengths and uniqueness. We need to understand this.

Gujarat is a small State, yet a common model cannot be applied
in each district. Same types of kurtas’s cannot be worn by everyone.
The model applied in the desert region of Katch is not applicable in
the green belt of Valsad. Similarly one model from a State cannot be
imposed on the other. Similarly the views of Delhi cannot be imposed
on other States. We need to understand their priorities and difficulties.
We have to strengthen them and utilize their resources accordingly
so that the States make quick progress. Hence, development is the
collective responsibility of both the State and the nation. We want
to move forward a new kind of political character. If we observe our
map closely we see that there are many activities on the western side
be it Kerala or Karnataka or Goa, or Gujarat, Rajasthan, Punjab,
Haryana or Delhi. On the other side is our eastern part comprising
of Bihar, West Bengal, Odisha, Eastern UP. Do we aspire for such a
motherland whose one hand is strong and the other weak? How will
our motherland be strengthened? Hence it is our priority to make
tireless efforts to bring the eastern part, which has been lacking behind
in development, at par with the western end.
