concordance with the States, taking them into confidence, the progress
will be speedier. We have mentioned the “Team India Concept” in
the Honourable President’s address. In a federal structure like India
if the nation has to progress then the Prime Minister and the various
Chief Ministers have to work as a team.

The Prime Minister and his cabinet do not make a sufficient
team. We have to develop the team of Prime Minister and
Chief Ministers and strengthen it. The enabled States will then be a
part of the Nation’s progress.

I heard Maitriyan Ji’s speech. He said that his Chief Minister wrote
40 letters but would not get a single reply. We will have to change
this situation. We are working on developing some mechanism to
bring the desired change. We have to move forward. Some people in
our country are very worried about the “Gujarat Model”. Some are
even wondering what the “Gujarat Model” is? I can understand their
predicament. To put it simply, if Mayawati Ji does something good
in Uttar Pradesh, then we understand it, accept it and implement
it in Gujarat, this is the Gujarat Model. There was a communist
government in Kerala. But they had a good programme known as
Kutumbshree. We learnt from that programme, and customized it
accordingly and then implemented it. The biggest achievement of
this model is that the States are discussing each other, actually it

is the model being discussed. This is creating a good competitive
environment. The States are discussing to compete with each other.
