it becomes all the more imperative that we pay attention to the
Indian coastline. So, can’t we make the marine development model
in cooperation with the States?
We have landlocked States. They are also marked by diversity.
And we need to understand their diversity. We have areas inflicted
with Maoism. There are certain Maoism prone zones too. Shouldn’t
the centre and State sit with them and work together to resolve their
specific problems? We will take these issues forward in the coming
days, so that each State of India can contribute to the nation’s
development depending upon its potential.
These days, in order to gain political mileage, we take any arbitrary
decision in Delhi, the responsibility of implementing which rests
with the State. The States lack the resources and so the plan meets
a dismal end. The issue occupies some press coverage for a few days
and then there are rebuttals from Delhi about non-implementation.
Why do we create this tense atmosphere? I have been in the State
and I understand that this tense atmosphere takes us in the opposite
direction. We need to deeply introspect on this issue and bring about
some serious changes.
In agriculture too we have the Agro-climatic zone. Each State has
a designated area for a specific crop. But issues of wheat producing
States are different from the rice producing or sugar producing States.
They need to be sat separately and their issues discussed individually.
We cannot run this entire large nation just by sitting in Delhi until
we undertake issue centric, focussed activity approach.

We can make tall claims in front of the world about enacting as
many laws and policies but the realities will remain unchanged.
